Both the Alcohol and Tobacco Tax and Trade Bureau (TTB) and the FDA have issued guidance for distilleries looking to produce hand sanitizer to meet COVID-related demand.

Guidance from the FDA

Guidance from the TTB

The TTB announced in a special-edition newsletter that all Distilled Spirits Permittees (DSPs) are authorized to produce ethanol-based hand sanitizer products without first obtaining authorization. This measure is approved through June 30, 2020.
